The Challenge

The College, Career, and Military Readiness (CCMR) Outcomes Bonus is designed to support Texas’s mission to prepare every student for success after high school. Districts receive additional funding when students take meaningful next steps—such as enrolling in postsecondary education, earning an industry-approved credential, or enlisting in the military by the fall after graduation. Importantly, the funding model is equity-driven, awarding additional resources for students experiencing economic instability.

Despite this intent, rural school districts face structural challenges in fully benefiting from the CCMR Outcomes Bonus. Smaller student populations limit the total funding districts can earn compared to urban systems, while limited staff capacity, complex accountability requirements, and underutilized postsecondary data make it difficult to implement targeted strategies. Texas Impact Network recognized that without dedicated support, rural districts risk leaving both funding and student opportunity on the table—reinforcing existing inequities rather than addressing them.

Our Approach

MAYA partnered with Texas Impact Network to design and deliver the Rural CCMR Accelerator Program, a multi-year engagement focused on building district capacity, confidence, and strategic use of data. Launched in Spring 2021 with an initial cohort of 16 rural school systems, the Accelerator combined community-based learning, individualized coaching, technical assistance, and applied data analysis to support improved CCMR outcomes.

The program centered on a robust community of practice, including a monthly newsletter and webinar series that surfaced promising practices and facilitated peer learning across districts. In parallel, MAYA coaches worked directly with district leadership teams to set goals, implement CCMR strategies, and monitor progress toward outcomes bonus funding. Through customized data explanations, visualizations, and analysis, districts strengthened their understanding of postsecondary outcomes and developed strategic plans aligned to their specific student populations, local assets, and areas for growth.

Projects Results

The Rural CCMR Accelerator produced consistently strong results across cohorts and years. District leaders reported overwhelmingly positive experiences, with 97% indicating satisfaction or high satisfaction after Year 1, increasing to 100% satisfaction by Year 2—including 94% who reported being very satisfied with MAYA’s customized CCMR support. Confidence also grew significantly, with 93% of participants reporting they were fairly or very confident in their ability to advance CCMR outcomes by the end of the program.

Beyond perception, districts achieved measurable gains. Cohort 1 districts reported an average 64% increase in CCMR outcomes bonus funding following their first year of participation—demonstrating the program’s success in translating strategy, coaching, and data into real financial and student-level outcomes. By strengthening leadership capacity, improving data literacy, and fostering sustained peer learning, the Rural CCMR Accelerator equipped rural districts to pursue equitable postsecondary success and maximize funding opportunities well beyond the life of the program.
